Steven's Record on Protecting
The Urban Growth Boundary (UGB)
My Commitment to Preserving the UGB
I fully support keeping Livermore's existing Urban Growth Boundary as it is today. Preserving our UGB is crucial because it:
Protects valuable open space
Maintains our community's unique character
Reduces environmental impact by lowering emissions
Prevents long-term maintenance issues associated with sprawl
My Proven Record on the Planning Commission
As a Planning Commissioner, I have actively worked to uphold and protect the UGB through concrete actions:
Removed East of Greenville from Consideration
Voted to eliminate the East of Greenville expansion from the General Plan process, preventing potential encroachment beyond the UGB.
Promoted Responsible Industrial Development
Approved industrial projects near the Oaks Business Park within the UGB, while reserving open space between Livermore and the outlets.
Balanced Housing and Industrial Needs
Approved and balanced new developments to keep our housing element certified, reducing pressure to convert industrial zones into housing areas.
Advocacy Beyond Commission Duties
In addition to my formal responsibilities, I have personally:
Addressed County Compliance Issues
Highlighted the county's lack of housing element certification as a threat to our UGB, advocating for corrective actions.
Challenged Dublin's Expansion Plans
Critically examined and challenged Dublin's optimistic economic projections and inadequate road designs that could negatively impact our open spaces.
A Thoughtful Approach to Future Growth
I'm committed to open and honest conversations about Livermore's long-term future:
Data-Driven Decision Making
Believe in discussions grounded in comprehensive data about our current conditions and future goals.
Optimizing Existing Resources
Support measures to consolidate underutilized industrial space within our city limits.
Strategic Long-Term Planning
While open to discussing trade-offs over a 20+ year horizon, I prioritize solutions that preserve our open spaces and enhance community well-being.
